Position: Regulatory Compliance Coordinator                      Department: Gas Department

Classification: Classified, non-exempt, Grade 9                   Pay Range:  $18.82/hr. – $25.35/hr.

Job Summary: Assists Manager in ensuring completeness and accuracy of compliance activities.  Tracks and coordinates department’s Operator Qualification Program to include implementation of revisions, etc. as required by the Code of Federal Regulations (CFR).  Responsibilities include tracking all employees’ test results, both CBT and Field training records regarding Operator Qualifications, administering tests, grading, recording, and other pertinent information. Tracks and records and makes revisions in the Gas department’s Operation Qualification Plan as required by CFR 192-801. Tracks, records and revises Gas Department’s Operation and Maintenance Plan as required by CFR 192-605. Tracks, records and revises Gas Department’s Emergency Response plan as required by CFR 192-615. Tracks, records, revise and helps implement the Gas Department’s Distribution Integrity Management Plan (DIMP) as required by DOT.   Tracks, records, revises, and helps implement RP 1162 Public Awareness Plan.  Tracks, records and assists Gas Department Manager in maintaining, revising, and insuring compliance with all records pertaining to the US Department of Transportation Pipeline Safety Regulations CFR Title 49 Parts 190,191-192,199. Assist Gas Department Manager during yearly inspections of its system records by the DOT, APSC, and Implements and maintains B31Q standards as related to CFR 192.  Administers and coordinates the Leak City Training Program and maintains all related records.  Assists Operations Supervisor with the department’s construction and daily operations.   Assists with GIS technician information regarding Gas Departments GIS Mapping System.  Administers the Natural Gas Advantage financing program and water heater program.

Performs complex and confidential administrative and financial functions to insure department operations flow smoothly. Responsibilities include personnel and payroll support functions, cost tracking, bookkeeping, maintaining data bases, public relations, preparing proposals, bid requests, press releases, reports, legal documents, and general correspondence. The work includes critical and sensitive contacts with employees, city, county, state, and federal government officials, and the public. Employee must exercise confidentiality, initiative, independent judgment, and discretion to handle job functions.

Educational Requirements, Licenses, and Certifications: High School Diploma, GED or equivalent work experience. AS/BS Degree in Business or Management or related field preferred.  Courses in bookkeeping and office management preferred. Valid Alabama Driver’s license. Master Evaluator Certification in Energy World Net Pro 2 Software and Industrial Training Services OnBoard Learning. Required to maintain membership and participation in Alabama Natural Gas Association (ANGA), American Public Gas Association (APGA).

Work Experience and Related Job Knowledge:  Minimum of one-year experience in handling regulatory records and significant knowledge in interpreting Federal codes and regulations as they relate to Gas Department operations.

Knowledge of Federal and State Regulations regarding inspections. Knowledge of DOT Regulations and Procedures.  Knowledge of basic concepts of accounting.  General knowledge of utility system including geographical locations. Significant administrative experience preferred.
